Does entering difficult terrain make the sniper noisy?
The publisher said movement points deliberately don't count for noise, and the rulebook says the same.

No. Noise depends on the number of spaces you move (0-1 silent, 2-3 noisy), not on movement points. Moving one space into difficult terrain is still silent, though it limits the rest of that turn's movement.
