When is the card display refilled to four after completing a treasure card?
The rulebook note says the display is refilled at the end of the player's action.

At the end of each player's own action. A player takes a replacement from the display or the top of the deck, the display is refilled, and then the next player picks. It is not refilled all at once at the end of the turn.
