Can I choose Exchange Commodities with no Freight Train if a bonus action will buy one?
The printed rule and a relayed reply disagree.

As printed, no — the rulebook says with no Freight Train cards you cannot choose the action. One reply attributed to the publisher said it is fine to take one via a bonus action first; that is unconfirmed.
