Where do talent counters go when they complete a task, or when they don't?

A counter that completes a task is used up and returns to the supply, so it can't be reused or put back in the cup by powers like Galactic Federation. One that doesn't complete a task, for example one assigned to a phase that doesn't occur, goes back to its owner's unused pool.
