Do tiles that pay 'per group' of dice (Space Piracy, New Galactic Order) round the groups up?

Yes, round the number of groups up first, then multiply. Space Piracy with 3 red dice pays $2, and New Galactic Order with 4 red dice scores 4 VP. One red die counts as a group.
