What happens to dice already on a stack that can complete the top tile when Develop starts?

Completed tiles resolve first, at the start of the phase, before any new dice are placed. Dice equal to the cost go to the Citizenry (you choose which), and extras continue onto the next tile. You can't add more dice to an already complete tile.
