What happens if the tile bag runs out during Explore?
The rulebook states this plainly.

The scouting player draws all remaining tiles, then the abandoned tiles under the Explore tile go into the bag and the draw continues. If tiles are still short, the player places everything drawn and each player with 3 or more construction tiles abandons one into the bag before the draw finishes. Doing Explore in player order is wise when the bag is low.
