Can I recruit talent counters with credits, and where do used ones go?
The designer ruled on this directly in a BGG post.

No. Talent counters come only from claiming objectives (and Rivalry), never enter your Citizenry, and can't be recruited. A counter that completes a task is removed and returns to the supply. If it is recalled unused, for example from a stack, it goes back to your unused pool.
