Just before completing a world, you may remove one of your red Military dice to complete it with one fewer settler. Use it once per world you actually complete. The discount can't be saved for later, so it must already be usable at the moment of completion. The red die may come from anywhere in your empire; if it comes from the world you are completing, it doesn't count as a settler for that world. You can't wait until all settlers are on the world, because settlers are placed one at a time.
