Can Alien Uplift Blueprints reduce a cost to zero, below the usual minimum of one?

Yes. It is applied last and is not bound by the usual minimum of one worker, so a 1-cost Alien or Genes world (such as Alien Booby Trap) can be completed with no dice. The designer's reasoning is that the specific power beats the general rule, the same way Replicant Robots can take Free Trade Zone's minimum of 2 down to 1. Contact Specialist, in contrast, always leaves at least one settler.
