Yes. Place the pattern as shown and skip any required square that is already occupied, whether by your own earlier marker or an opponent's; the remaining markers are still placed. Blank squares are different: the designer said you cannot place a blank over your own marker, so there is no reason to pay for a blank on an occupied square.
