Is it intended that the player who takes the last artifact ends the game while the others get a last turn?
The designer explained the balance reasoning; the end-game-tile trade-off is the designer's remark that taking the last artifact is good plus rulebook scoring.

Yes, the unequal final turns are accepted by the designer. Starting resources are meant to offset only about half a turn, and playtests showed no turn-order advantage, though perfect balance is not claimed. Ending the game also earns the last artifact and the 4-point end game tile, which players weigh against giving opponents a final turn.
