What happens if I activate a tribe ability but cannot pay its cost or carry it out?
The rulebook states the no-progress-marker consequence in the starting-card effects.

If you cannot carry out the ability, for example because you cannot pay its cost, you do not get to move a progress marker. You may still use your tribe ability after all progress markers are gone, but then you gain no marker move.
