Can I populate terrain or water spaces, and can a figure share a space with a building?
The rulebook limits Populate to location spaces and Build to sand spaces.

No. Population figures go only on location spaces: the small ruined-city spaces and the large corner locations. Buildings go only on vacant sand spaces. Because the two use different kinds of space they never share one.
