How does the ]0X49[ teleport technology work with the meeple I just placed?
The designer answered both questions directly.

When you place the meeple that unlocks it you may move any one figure, including that same one, from a regular location to another regular location where you have none, with no books to pay. You need one location to place the meeple and another as the target, and the move itself needs no energy. A trick is to use the other machine to explore a far location first.
