How does Kuniban's Moon-side sand tile ability work?

Place a sand tile on an empty terrain space (no marker or figure, and not a Nàdair forest tile), paying range. Take a card from the display matching the terrain (mountain grey, forest green, field yellow); if none is there you gain none. Whoever builds on the sand tile gains 1 point. Before any piece is placed, range counts from the chasm.
