An unexplored area tile counts as one large space, so a workshop next to it gives the explore discount even if you enter from afar; once flipped, only spaces touching the workshop count. The workshop sits on top of its hex, so the terrain bonus is still gained by builders there, and it can sit on a Nàdair forest tile.
