Where can an Ostarius gate be placed, and what does it cost?
The designer ruled on empty spaces and paying range to the nearest covered space; the crystal cost is in the expansion rulebook.

Only on empty spaces, with no tiles, buildings, tokens or markers. You pay range only to the nearest of the three spaces the gate covers (the rulebook, which calls gates portals, also charges 1 crystal).
