How many monuments and Places of Power do you use for 2 players with only the base game?

Use the standard base setup: 2 monuments face up, a draw pile of the rest, and all 5 Places of Power. The expansions add an optional tighter 2-player setup: 7 monuments with all 5 Places of Power, or 7 monuments and 4 Places of Power. The designer says you can use it with just the base game if it feels loose, though 4 and 5 players need expansion content. For 3 players the setup is the same either way.
