The rulebook only says the power turns the Lair and a Dragon; community players agree on the rest of the card.

Passively, Dragons cost 3 less to place. As powers, you can turn the Lair to gain 2 Gold, or turn the Lair and a Dragon to put 2 Gold on the Lair.
