Do cost reductions stack, and do they work while turned?

Yes to both. Discount abilities (those with no triangle), like the Artificer, Dragon Bridle and Dragon Lair, are cumulative with each other and with one discount power, and they keep working while their component is turned. A cost cannot go below 0, and you can never use two powers together.
