What does the 7's action do, and what if no Palette card gives me a legal discard?
The designer explained the 7's wording changes and confirmed the skip when no discard is legal.

Choose a Palette card and either discard it to the Canvas (it must leave you winning under that color) or, in rules 1.2 and later, place it on top of the draw deck. Version 1.1 allowed only the Canvas discard. If no legal choice exists you skip the action, but the turn still has to end with you winning. After a 7 you may still discard from your hand.
