The designer confirmed single cards count and that a one-card run is very weak.

Yes. One card is enough for any rule, and a single card is simply the weakest run or set; any run of two beats it. If everyone has only single-card runs under Indigo, the highest card wins as under Red. Only Green and Violet can leave you with no qualifying card.
