Yes — any extra targeting text overrides the basic rule. Sniper's "damage any card" can hit protected people and camps, Raiders' "one of the opponent's camps" picks any camp, Bombardment hits all camps, and Scud Launcher, Catapult and Molgur Stang follow their own wording. This is why Pyromaniac must say "unprotected camp".
