Do a person's traits work while it is not ready, such as on the turn it is played?
The designer said people's traits are always active unless the person is damaged, and the rulebook says the same.

Yes. A person's traits are always active unless the person is damaged, so being not ready (for example on the turn it is played) does not switch them off.
