Are effects that say "may" optional and everything else mandatory?
Designer and publisher answers from 2021 say this, and the rulebook's Restore and Gain Punk text uses "may".

Yes — wording with "may" is optional and everything else must be done. Restore and Gain Punk say "may", so you can resolve them by doing nothing, though junking a card only for those icons gains you nothing, since there is no hand limit.
