Can I play a person in front of or behind Fortress?
The designer answered the placement question in 2025; the rulebook's Fortress note covers destruction.

Yes — a person can go anywhere in the column. Fortress makes whatever is behind it protected, so generic damage skips it, though effects that name their targets can still reach it. When Fortress is destroyed it moves to the back of the column like Juggernaut; if there isn't room, you may destroy your own people.
