The designer confirmed this in 2022 and again in 2026, matching the rulebook's Replenish text.

The start player collects 1 water on their first turn only; every later turn gives 3. The second player collects 3 on their first turn. The exception is written under Replenish, not in setup, and nothing has changed about it.
