Can a person use Argo Yesky's ability the turn it is played, and are punks ready?
The rulebook and designer posts say so.

No — a person who enters play this turn isn't ready, so it can't use Argo's ability until next turn; ready allies already in play can use it at once. Punks gain Argo's ability, so they are marked not ready when they enter.
