How are defense awards handed out, including ties?

Awards follow the military order set when the invasion cards were handed out, not the order after stacks are adjusted; the bottom disc is flipped before awards. The weaker military player gets the larger reward (the two-award side of the damaged-world token), and defense awards are VP counted at game end.
