Does a failed Conquest settle add +6 to retaliation if another player conquers a Xeno world that round?
The rulebook text is quoted by a community poster and the designer confirms when retaliation happens, but no one ruled directly on the +6 case.

The +6 applies only if the Xenos retaliate that round. Retaliation happens only when no one conquers a Xeno system that round, so another player's successful conquest means no retaliation.
