Is the Xeno repulse value met by equalling it or only by exceeding it?

Equalling or exceeding it ends the invasion stage and starts the conquest stage, in both the invasion and counterstrike games. The designer ruled that the page 5 wording of the Counterstrike rules ("exceeding") is a typo and the Game End section on page 8 is correct.
