To defeat a Xeno Hive World, must Military plus Military vs Xenos be more than 9, or 9 or more?

More than 9. The designer ruled in 2026 that the card icon (greater than 9) is correct and the printed rule text "9 or more" (and the "≥ 9" in the summary table) is an error that should read "greater than". This is a designer-versus-rulebook conflict; follow the designer.
