Do windfall worlds produce goods in the Produce phase?

Not by themselves. A windfall world receives a good when settled; afterwards it gets another only if the Produce action bonus (for the player who chose Produce) or a power such as Genetics Lab or Mining Robots targets it, and only when it has no good. Other players can use produce-on-windfall powers when someone else calls Produce.
