How many victory point chips are in the pool at setup?

Twelve VPs per player (24 for two players, 36 for three, 48 for four). Set the 10-VP chips aside for the final round, adding them only when the pool runs out. Make change from the other chips as needed. The Brink of War modifies this count (see that expansion's entry).
