Can I choose Develop or Settle twice, and do they resolve as two phases?
The rulebook states this in its "2 PLAYER GAME" section.

Only in the two-player advanced game, where choosing two Develop or two Settle action cards produces two complete sequential phases; double Explore and double Consume are one phase with both bonuses. Powers placed in the first of the two phases can be used in the second.
