Only in the optional advanced game for experienced players: each player uses nine action cards (including a second Develop and a second Settle with a two-player symbol) and chooses two per round. Choosing both Develop or both Settle yields two complete sequential phases; the opponent receives a bonus only for the first. Powers placed in the first phase work in the second.
