When are takeover boosts applied and when are takeovers resolved?

Takeovers are declared (with the attacker's boosts) during the Settle sequence in player order and are all resolved at the end of the phase; only the defender may add military afterwards. Settle bonuses that depend on a takeover come after it resolves. A takeover of a world being replaced still targets the original world while pending.
