In what order do takeovers happen within the Settle phase?

The Settle phase has three steps: worlds are placed face down and revealed simultaneously; then, in player order, world payments and powers are used, which is where all takeover declarations (and Improved Logistics settles) happen; and finally takeovers are resolved in the order declared. Because everything is declared before anything resolves, a second takeover cannot build on the result of the first, and a defender may add leftover temporary military of any kind after the attacker has committed.
