Only vulnerable players' military worlds, not worlds placed this Settle phase (their powers do not apply until the next phase). A world placed in an earlier Settle phase of the same round can be targeted. Vulnerability is judged on current permanent, non-specialized military; discarding your last Imperium card ends vulnerability to Rebel Alliance, and an Imperium Seat player can attack only Rebel military worlds.
