Does the Settle bonus apply when a power such as Terraforming Project places the world?
The designer (Tom Lehmann) answered this directly on BoardGameGeek.

The Settle action bonus applies only to a world placed by the Settle action itself. A world placed purely by a separate extra-world power such as Terraforming Project does not earn it, though Terraforming Robots still draws for it. A power that is itself your Settle action (as the designer confirmed for one such power) does earn the bonus.
