Can a power be used twice in one phase?

Usually no for Consume powers: each consume power is used once per Consume phase. Other powers fire each time their trigger occurs (for example Replicating Robots on each world placed with Improved Logistics), and their effects stack. But a single discarded card or good cannot be used to invoke two powers.
