Can I play Rebel vs Imperium without The Gathering Storm?

Yes. The designer says it works fine, but without TGS's start worlds, Imperium Lords, Terraforming Guild and Improved Logistics the game's tempo cannot vary and Produce/Consume strategies become much stronger. Skip the goals, solitaire counters and drafting variant.
