Its owner chooses their action at Round Start, after seeing what the other players chose. Search resolves after action choices, so a searching player also gets to see the Psi-Crystal owner's choice. Solo play uses the two-player experienced rules: you choose your second phase knowing both of your opponent's phases, and you cannot change your first choice afterwards.
