If a card is discarded for its power, do its other powers still work that phase?

Yes. A power that was active when the phase began keeps working for its owner through the end of that phase, even if the card leaves the tableau by discard, replacement or takeover. Imperium Stealth Tactics, for instance, still counts its own military after you discard it for the extra bonus.
