If several players choose the same phase, is the phase played once or once per player?
The rulebook states this in its "PLAYING THE GAME" section.

Once. The phase's action happens one time for everyone, and each player who chose it gets the bonus. The only exception is the two-player advanced game, where one player choosing the same phase twice triggers two phases.
