Can two pay-for-military powers (Contact Specialist, Rebel Alliance, Rebel Cantina) combine?

No. Only one pay-for-military power applies to a given world, and once one is used the world is already treated as peaceful, so another cannot turn it again. Cost modifiers (Replicant Robots, Rebel Pact) still stack with it, and one persisting pay-for-military power can cover two worlds with Improved Logistics.
