How do Patronage Agendas and Favor tokens work?
An agenda's power can be used only once no Favor tokens remain on it; Favor counts as VP, so it can pay for powers that discard VP. A card matching both keys of an agenda gives only one Favor token, a start world counts as placed for Favor, Uplift Prophecy grants Favor for any Uplift card, and Established Power counts only regular printed military.
