It scores 1 VP per point of your total Military at game end, including its own +2 (so +4 plus NGO is 6 VP), and can score negatively or be reduced by -1 military powers. Temporary military (New Military Tactics) and specialized military (such as Galactic Imperium's +4 vs Rebels) do not count.
