Do I need positive Military to conquer a world with 0 defense?
The rulebook says total Military need only equal or exceed the defense; the designer confirms Military can go negative.

No. Your total Military need only equal or exceed the defense, so 0 military conquers a 0-defense world, and negative military does not stop you from conquering if you have enough from temporary boosts.
